Service areas on those routes price for convenience and captive demand, so the sensible move on a long run is to come off at a junction with a retail park attached rather than paying the premium at the services themselves.

The same happens on the roads into the Lake District and around the North York Moors. Out of season those same forecourts can be among the quieter ones on the network.
